The bill (Reg. No. 2606) determines that monitoring of situation in the sphere of counter-acting illicit traffic in narcotic drugs, psychotropic substances and precursors is a constant observation of characteristics of distribution of narcotic drugs, psychotropic substances and precursors for the purpose of their assessment and prognosis.
The bill provides a list of bodies performing monitoring: the Ministry of Internal Affairs; Security Service; central body of executive power in the sphere of formation and implementation of state policy pertaining to drug trafficking, psychotropic substances and precursors and counter-acting their illicit trafficking; central bodies of executive power implementing state policy in the spheres of state customs, protection of state border, health care, social protection of population, on matters of family and children, education and science, youth, physical training, execution of criminal punishments, statistics and other bodies of executive power within their authorities provided by the law.
Central body of executive power in the sphere of formation and implementation of state policy in this sphere is suggested to be responsible for coordination of activities on holding monitoring and generalizing information on the state of distribution of narcotic drugs, psychotropic substances and precursors.
